Sur le principe, je suis d'accord avec vous. Il faut limiter l'importance de la chance en essayant d'équilibrer le jeu. Votre solution est astucieuse. J'aime bien, mais j'avoue que pour moi ce n'est pas la solution optimale (sur le plan conceptuel)...

Je sais, je suis quelqu'un de très exigeant, on me le fait souvent remarquer. J'espère que vous ne m'en tiendrez pas rigueur...
Pour moi, la meilleure unité du jeu est et restera toujours l'homme d'état. C'est lui qui me permet ou non de gagner une partie. Dans plusieurs de mes parties, ils m'ont été proposés dès le début du jeu, si bien que je gagnais haut la main. Lorsque j'ai dû attendre, la victoire est plus laborieuse... Pour moi, il y a un moyen très simple de diminuer un peu l'influence des explorateurs. Et le pire c'est que vous y êtes plus ou moins avec DoNE. L'idée est de faire en sorte que les navires (avec équipage) puisse parler aux indiens. Dans ce cas, les explorateurs n'auraient comme fonction l'exploration des ruines/cimetières ou les villages à l'intérieur des terres [N.B. le mod Age of Discovery II propose cette fonctionnalité, mais pour commercer avec les indiens on doit avoir parlé au chef (dans ce mod)]

Dans l'idéal je trouve qu'il faudrait distinguer des catégories des colons
Cat. I les criminels
Cat. II les colons libres (je ne parle pas des engagés que vous avez supprimé, sinon on les intercale...)
Cat. III spécialistes du secteur primaires (pêcheur, fermier etc...)
Cat. IV. spécialistes du secteur secondaire (menuisieur, tisserand etc...)
Cat. V. spécialistes tertiaire et militaires (prédicateur, homme d'état, vétéran, ex-éclaireur devenu explorateur)

Pour l'éducation, il faut moduler les temps de formation (mais pas les prix) pour éduquer l'une de ces catégories.
Quant à l'immigration, il faut faire de même. L'idéal serait de cumuler des croix, et on aurait le choix entre des catégories
Par exemple au bout de 5 croix, on peut choisir entre 3 unités de catégorie III, au bout de 7 croix de catégorie IV, 4 croix pour un de catégorie I ou II.
Et le nombre de croix évoluerait certes, et on garde le caractère aléatoire mais seulement à l'intérieur d'une catégorie... (on peut imaginer 4 ou 5 files d'attentes de 3 unités d'une même catégorie
