En quel niveau de difficulté es-tu? Car si le niveau est faible, les munitions ne sont pas activés, donc pas de message en rouge.

Cela remplace le bonus du taux de rebellions de la ville, plus nous avons des hommes d'états pour gérer la colonies plus ce taux augmente.
Ainsi une ville à 100% d'indépendance, n'aura pas forcément un bonus de 50%.
